 server reset
if the server hasn't been reset for awhile will that effect game play at all? like laggyness for some? i had some bad freezing tonight. I would play fine then my guy would just get stuck and not be able to move. It chops then gets stuck every so often, even when no one is around me. I think its when my ping spikes above 100. I'm usually around 90. I swapped video cards same thing. Must be just my internet acting up.

I think it's a thread deadlock issue from the source engine. It's impossible to reproduce on demand, and source stops responding completely for about 10 seconds. The only thing you can do is wait for it to go away. I'm not sure, but it seems to happen more often when people are talking. You can try disabling voice and see if it helps.

 Re: server reset
Have you tried playing on a server with a similar population and activity level that has been freshly reset and attempted to reproduce the issue?

 Re: server reset
I appreciate your hesitance to accept the fact that it's your power supply - I'd give it another look
