anyways it looks like they just are asking the rules and regulation which should at least begin in my opinion because every single rule can be contested/bought to question by the public. So they have to announce the change or new rule to the public and have it be reviewed back and forth a number of times. And these tools can be used by boarder patrol (infared cameras). As to crime prevention/detetion most police dont have the resource or reason to invest in such a device. Though federal agencies will probably have the resource.
Like didnt we do this in the cold war but instead over the artic and around the coasts with nuclear bombs during the cold war?

Film class? I watched it in 11th grade Social Studies...because the teacher thought we should see it as a supplement to our U.S. History 1950's lecture.
