There's a Dept. of Homeland Security 'sister' site I'm trying to remember the name of the organization, but if you watch the movie below, it has a few scenes where Alex Jones is clutching some paperwork printed off of the site and you can google the name on the letterhead for yourself. It's basically a website that has 'training' material so that people in various industries who wish to become watchdogs for the Dept. of Homeland Security can become more aware of what the government considers suspicious behavior. The site details specific sets of behavior according to the scenario and the location. It also specifies actions one might take in order to pursue apprehension of the potential terrorist or at least verification of any suspicions:
