admin_vsay will tell you if most people want to change...admin_vote_map can return results like "map vote succeeded, but not enough votes to change." I think it needs like a 2/3 majority to actually change the map.
So out of curiosity if you do the vsay and majority wins can you simply change the map or still have to do the admin vote map up??
