The party splits up in the first half of the story, but the character points you use to level up are shared by characters not in your party, so they all improve together. The second half of the game you can choose your party.

As for weapons, you can buy any weapons you might miss from the shops. There's only 8 per character and you use items to level them. It's best to wait until chapter 10 or so to even bother with that.
