So, my computer has been BSOD'ing me for a while now. it's giving me some IRQ_Less_not_normal bullshit. I've read up on it, tried to do what i can, and nothing is helping. Honestly I think i let the pron get the best of me and downloads and bullshit. Also, catalyst control center won't even open or run because it claims theres nothing to run, and I can't seem to fix it.
My question is this: how hard is it to completely wipe my computer, and reinstall everything? I have all the hardware from when I bought it through ibuypower, so thats covered. I already have it backed up on an EXHDD, but it's around the time it crapped out on me. Should I attempt this? or let someone do it for me?

It's as simple as inserting your windows install disk. Deleting the bad partition and reinstalling. Just get all your drivers and you're good to go.

As everyone has said, it is as easy as inserting your Windows CD and performing the tasks, You could do some crazy shit like use Darik's Boot and Nuke to completely format your drive and then use something like Spinrite to fix any damaged areas of the HDD. But thats not really needed at all.
