Was thinkin about makin my own web page

I was lookin at Messcan Banditas website and i like how the backround never moved just the pictures and the text like it was in layers. anyone know how to do that, and is there programs i can use to edit my webpage other than the default one, somthing more advanced. _________________

I got a Freakin shitload of errors, actually it was just one but i was long and written in GEEK and i could not Translate. WTF r u shure u didnt miss somthing? _________________

As it turns out you can only be usin IE to view the page "fixed" ,but when you look at it with foxfire it dont work. I am such a BADASS _________________
