Man... its tragic... but I don't think its worth salvaging New Orleans... it wasn't ideal to build below sea level. It's going to take a whole month to pump most of the water out... that's assuming all four pumps are online. During that time, the mildew and disease that will fester in the area will be nasty and potentially life threatening. Drinking water will be unavailable for months to a year, until they can get all of the mains fixed and damage repaired. The businesses that were there won't be there anymore because too much time will have passed. It would be advantageous for those businesses to move somewhere else and open up... the time it would take to rebuild would be too long for a business owner to sit on his thumbs. Potentially new businesses will have to take their place... but gee, the place is a cess pool now... all that stagnant water, rotting corpses, poisonous snakes and wildlife... it would be better to turn it into a wildlife preserve and let nature clean it up.

I think it would make a great Atlantis-style tourist attraction. Just clean up the shit and dead bodies and trash, rinse the city out, and build a tunnel system for tourists.
