Re: Streaming Twitch TV 400 is a huge steep hill to climb as a starting goal. Set a more reasonable one and work from there. Think of what you can offer that others aren't. Even if it's a personality, that's something. There are quite a lot of Diamond I streamers that average 10-20 just because they don't have anything other to offer besides skill.
