Not an HVAC guy, but what's going on? Have you checked all the electrical fuses and circuit breakers? Those are designed to blow if too much is running through them.

yeah i have power to the outside unit and the compresor runs but condenser fan does not operaterate pretty sure its either capasitor or motor but not sure how to check the cap and kinda dont wanna fry my 450 dollar multimeter or get popped with 220 volts

Nooo....don't mess with the capacitor! Those things are friggin' nasty! Their whole purpose is to store a charge, so you could get hit with some serious shit if you start messing around with it. I know I heard the compressor/condenser mentioned when my parents A/C just went out last week...guy came over and had to get a new capacitor, which was actually very cheap, but the problem started when the circuit breaker tripped whenever the unit came on. To be honest, I'd get someone out there to check it out. That's just me talking though, again, I'm not a A/C guy, just an electronics/electricity guy....

yeah i know albout electronics but dont know how to test the cap cuz if its good it can hold a charge for a while after cuting power to it also i know car hvac and home electrical but the cap kinda scares me lol

So, MechE talking ECE here so I can be wrong:
Capacitors can hold a charge 'indefinitely' when not connected to a system. That said, I'd be willing to bet that's what your issue is. The chances of a motor blowing out is slim, the chances of something electrical F*CKING up under load? Significantly higher.
Figure out how to ground yourself properly or how to dissipate charge from a capacitor and replace that bitch.

I deal with hvac systems daily. I would suggest not going the "do it yourself, cheap route." get a pro out there to deal with it. Chances are if you try to fix it yourself, you will do more harm than good. Unless you are sure you know what is causing the issue, call the company that installed it. ia capable of repairing it my self what i need to know is how to test then safly replace the copasitor

Crew will have the right gloves and tools to test it and/or replace system components. Don' think because you know alot about computers that you can handle any electronic component safely. well if the capacitor is buldging then it shouldnt have voltage present and i could use my ford hybrid protection gear just incase right?also caniboid how do you bleed off the stored charge ?badguy what would be the required tools?id buy them because i plan on having a/c for the rest of my life.

my dad has been repairing hvac systems for over 40 years if you want i can have you give him a call and he can trouble shoot over the phone as to how to safely check and or tell you what is wrong his company calls him when they cant figure it out and ive seen him repair one via phone with a capable repair tech and tools on the other end.... hit me up pm to trade numbers ♥

Locate the red or green rubber button on the outside unit and press and hold for like 5 seconds.Should be close to where the freon return pipe is,close to the ground.Im not saying this will work but its easy and wont hurt anything.Cap should be easy to check with a multimeter is either got fire or it don't.You can check the motor ohming it out with your meter,if it beeps then its grounded out somewhere in the motor meaning its fried.
Basically you have your problem figured out.If the condenser fan is not able to cool the freon back down it will not cool and eventually vapor lock the outside unit to save the compressor from damage.If you have a good meter like a fluke then theirs no fear in hurting it.I check 480 with mine on a daily basis.

Thought i should clarify that the button is a reset.It can get get tripped for various reasons like a short from heavy rainfall,a bad motor or cap,bad defrost board or simply not enough freon.So if you reset the unit outside and it starts back but after a while shuts down again then your probably to low in freon.If it was to low in freon then it was most likely freezing up before this happened though.
I reserve the wright to tell anyone that comes on here and says im full of shit to F*CK off.Im just a country boy that tries to fix shit myself,im not a ac man.But i would never tell you to do anything that would cost you any more money or get you hurt.

yeah i took another look at the cap and as i suspected it bad, swollen/buldged got one on order now

its fixed parts showed up yesterday i turned off the breaker waited about 30 mins and swapped out the buldged cap ,reasembled and tured the power back on but nothing happened so i took the batteries out the control unit waited 5 mins reinstalled them and the system has been working for about 12 hours now so yay saved money and didnt die
