You have to apply to n00bfest, you don't just get admin for signing up.

You can sign up for a n00b Membership, then if and after you get in, you can apply for admin.

Meh, well, I assume somebody told him to put the [rct] tag on or something, but he didn't apply so, until he does apply shouldn't he like... not be able to wear [rct] or some shit?
