Yeah, running windows 7 64 bit now and it'll download the files every single time, but hasn't crashed so far.

Yeah, I've tried some of the settings on the Steam shortcut like "Run as Administrator" and Vista Compatibility Mode but neither seem to help. I'll keep looking into it.

Give your user account full-control NTFS permissions of your steamapps directory.

I'm running win7 x64, completely vanilla install of steam & CS:S (including config file), and don't run into the download problem. Weird stuff.
