Post Make alltalk better in your servers
Have you guys thought about using the newer speech codec? It greatly improves the voice quality.

In the server.cfg just add

sv_voicecodec voice_speex
sv_voicequality 2

yes it is.

I started playing on your servers with a 15-35 ping.

now i average 30-240..

That is insane I mostly experience it on @!$#$@%$ICEWORLD!$#&^%$

The servers should be left on iceworld when there's more than 10-12 players in there.

A lot of CPU gets used, and I'm trying hard to balance CPU loading between the two servers, the website, and misc services.

Sometimes the website traffic causes heavy lag, especially when people are viewing player stats and forums. Those items require the hard drive to fire-up and access databases.

When the drive whirls, memory starts paging and the server ping spikes go crazy.

Which, by the way, is why I wouldn't be able to use the voice enhancement plugins. They don't use much CPU, but when you're juggling several things at the same time, every little bit helps.
