1) yes there are ways to get around a firewall. Usually its via trojan. Usually you're trying to get in passed a firewall... not going out.
2) the fact that you can play on noobfest or any other server makes it clear that the firewall is NOT affecting your connection at all. In fact, firewalls don't generally have any effect on pings/latency. Firewalls only open and close ports... if its closed, you're not going to get a connection.
3) Getting around your schools firewall will not fix your ping. Latency is a product of the number of hops and distance from you and the server. The quality of your connection can also affect the ping... traffic and bandwidth. The fact that your connection can achieve 400kb/s downloads to certain servers means that its probably not a bandwidth issue.
4) My suggestion is to traceroute the n00bfest server. Find out how many hops there are, plus the latency between each hop. This will help you isolate where the latency is coming from. You may see that its simply a cumulative latency due to an excessive number of hops. If you notice the latency is mostly on the first or second hop, then its a problem with your isp.. in this case your schools connection. They may have their network setup more for robustness and not for performance. In otherwords, they may be more interested not in latency, but the accuracy and precsion of the data being sent.
5) In the end, youre best bet is to move to an apt and find a local isp, cable or dsl.

lol....simple if there is no router, simply turn off the firewall on the computer via Start/Control Panel/Network Connections/ Local Area Connection (or w/e is there) then go to advanced and turn it off, then if its on a router ummm your screwed, unless you know the password to the router to forward ports

Post laptops with internet are BAD for school
I used to play CS at school all the time one their wireless network, ping wasn't excellent, but it was welcome refief to play for 20-30 minutes every now and again.

but really, how much time at school do you to spend playing cs.

I'm paying for school, i dont want to pay for counterstrike

damn man, i think you should wait, i downloaded steam on my account at school and and my principal found out about it, hes a noobie and he didnt know what steam was lol, i got in school suspension and i had to teach a class with the teacher for a day because 'i thought i was good enough with computers that i could get past the parental blocks and download programs that harmed the schools computers' lol, just wait or buy ur own labtop and download it on there lol :D
