Imagine this in the military. The military dumps like 150k into each unit's tech and training. Having tech that is waterproof would increase the freedom of movement units have. I'm surprised they haven't picked it up yet, actually.

It was the only way to get it done back then, but now with all of the air support, missles, destroyers, etc. They can clear out a landing zone without physically landing vehicles on the beach and dumping troops into a slaughter. Your second idea is closer to the point. There's rivers everywhere. They have to take special precautions to get past them if they're doing it without a bridge. With this they could nix those precautions and do it live. You see videos of people carrying guns above their heads -- their equipment probably in a watertight pouch in their bags. With this that whole situation would never happen again. I mean, you could go on and on about how important it is to not let your shit get water on it, but that's redundant. Simply put, it will increase their mobility.

 Re: Liquipel check it out
this looks pretty sweet. i work with water every F*CKING day, and i've been fortunate that i haven't ruined my phone dozens of times already. i'm going to suggest this to my boss for our team to utilize. if i'm lucky he'll let us expense it so they company picks up the bill :D
