 IM DUMBMy steam page randomly got logged out and I cant seem to log back in, I doubt I'm even remembering the right password, steam says you have to uninstall then reinstall Steam in order to sort all that shit out, does this mean I would have to re-buy all my steam games? Or if I even have to end up making a new account would that mean buying all my games back?

Re: IM DUMB LOL. And rebuying your steam games, no. Steam uses an account wide cloud. Unless you upload non steam games and no longer have the keys, you wouldn't have to rebuy.
