What are you even talking about? Super could definitely be in senate if he wanted; everyone votes for people in wheelchairs. A better question, though, is what type of person do --you-- want in the senate seat? Do you want someone who kills a girl because he's drunk driving? How about one that doesn't report the accident to the police until the next day? Still want him, what about one who wasn't prosecuted because his family had political connections? Political connections derived, for the most part, from his family's bootleg (illegal) liquor sales during prohibition.
