I think it's humans from the future. It's better for the government to hide it and let us think it's aliens instead of sharing the truth with us and possibly changing the future, preventing the visitors from coming here in the first place. It would have to remain top secret to be effective.
Lets say you planned to build a time machine, oh.... 400 years from now. Well, we would need to establish a safe location for the transport to take place NOW, so you don't teleport back in time right in the middle of a tree. These things take planning.
