Yes and no. In an ordinary accident you would have either an airbag or steering wheel in the way. Most C-spine injuries are caused by either a twisting motion or sideways motion. To fracture your neck in the fashion you described you would have to do a Dale Earnhardt. Even then his c-spine was intact, it was his brain that took the hit.
