Try to boot in safe mode. Go in your control panel, open accessability options
Make sure you have NO checked boxes in the keyboard/sound/display/mouse tabs.

did you check all the accessability options with the mouse?

your ps/2 connection may be bad
make sure your bios settings allow a usb keyboard.
and there also might be another thing you can do
try and boot the computer without anything plugged in
you might be having a conflicting device on windows startup
especially if your using usb.
if you have a succesful startup shut the computer down
plug everything in then start it
if that doesn't work, try to plug the devices in after windows starts up.
weird I know, but I've had this problem before on many computers.

Ness,
It appears your friend's computer is suffering from some sort of windows corruption. The keyboard and mouse drivers are probably corrupted. I would do what joe mamma suggests and format and reinstall windows.

yes... buy a whole new harddrive and install windows on that... make the current harddrive a secondary harddrive and you don't lose a thing...
