I've prepared a simple walkthrough for you that should fix your problem:
First in the run box, type "shell:startup"

Right click in the window and select "New" > "Text Document"

After the document appears, rename it to "important.bat"

You'll be presented with this Rename dialog, click "Yes"

Right click on the newly created file and select "Edit"
